REQUEST FOR PROPOSALS Sealed proposals for furnishing the following to the City of Cortez will be received by the General Services Director, City Service Center, 110 West Progress Circle, Cortez, Colorado 81321, until 10:00 AM on Friday, July 24, 2026, at which time proposals will be publicly opened and read. Proposals are requested to support the development and formal adoption of (1) a Strategic Growth and (2) a Water Supply element to meet the intent of SB24-174. This document will provide a roadmap for the City to prioritize parcels for in-fill development, while preserving existing open space and agricultural demand, and will link existing data about water resources and infrastructure with measurable goals and policy recommendations for Cortez’s future development of a Comprehensive Plan in 2027-2028.
