Proposals must be submitted on the prescribed proposal form. Each proposal submitted shall be in a sealed envelope marked on the outside thereof: PROPOSAL FOR SIDEWALKS, DRIVEWAYS, AND CURBING And executed Non-Conclusive Bidding Certification shall accompany each proposal. Failure to provide this certification will result in not having the bid read. The Village of Panama reserves the right to reject any and all proposals, to waive technicalities, to re-advertise if the best interest of the Village of Panama will be served thereby.
