CITY OF MOUNT VERNON, NEW YORK NOTICE OF REQUEST FOR PROPOSALS (RFP) Road Safety Action Plan (RSAP) The City of Mount Vernon hereby announces the release of a Request for Proposals (RFP) for professional consulting services to prepare a comprehensive Road Safety Action Plan (RSAP) in alignment with the United States Department of Transportation Safe Streets and Roads for All (SS4A) program. The RFP will be issued on June 4, 2026 and will be available through the City’s OpenGov procurement portal at: https://procurement.opengov.com/portal/mountvernonny/projects/270716 This project represents an important implementation step of the City’s recently adopted 2025 Comprehensive Plan, Mount Vernon’s first comprehensive plan since 1968. The Comprehensive Plan established a vision centered on transit-oriented development, environmental resilience, infrastructure coordination, and safer access to transportation networks and public spaces. The selected consultant team will conduct a comprehensive analysis of roadway safety conditions throughout the City and prepare a data driven action plan focused on reducing traffic related fatalities and serious injuries. The project will include crash and corridor analysis, public engagement, stakeholder coordination, identification of systemic safety risks, and development of infrastructure, policy, and behavioral recommendations that improve safety for pedestrians, cyclists, motorists, seniors, and transit dependent populations.
