Civil Engineering Design and Construction - Bid 2026-23 - Berlin, CT 2026

Bid #2026-23. Town of Berlin, Berlin, Connecticut. The Berlin Public Building Commission (PBC) is assisting the Timberlin Golf Course in designing and replacing the six selected bridges.  The PBC recognizes that funding may be phased over several. Due Jul 13 (4 weeks left).

About this solicitation

The Berlin Public Building Commission (PBC) is assisting the Timberlin Golf Course in designing and replacing the six selected bridges. The PBC recognizes that funding may be phased over several years, so the pricing table reflects a per bridge approach after Preliminary Design. However, it is possible that the individual projects may be bundled, in which several bridges proceed to permitting, final design, and bidding/construction as one project. With that in mind, proposers are encouraged to provide additional cost information reflecting a 2, 3 or 4-bridge approach after Preliminary Design, in which there should be cost efficiencies in handling multiple bridges as a single project. This information can be provided within the proposal, separate from the pricing table. The PBC’s approach to steps up to and including Preliminary Design is to complete these for all six (6) bridges. It should also be noted that hydrologic and hydraulic analyses should be focused on designing the bridges to minimize flooding and complying with permitting agency requirements – the PBC is not requesting a comprehensive watershed analysis of the golf course itself.

Public buyers typically advertise this kind of work as an Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ), depending on whether the selection is price-driven, qualifications-driven, or both. Bidders responding to a engineering solicitation in Connecticut are generally expected to provide proof of liability insurance and workers' compensation coverage, hold any state license or trade certification required for the scope of work, and post performance and payment bonds for contracts above the agency's threshold.

Federal-aid funding flowing through programs such as the Federal Highway Administration, FEMA, or the Infrastructure Investment and Jobs Act brings additional compliance requirements on solicitations like this one, including Davis-Bacon prevailing wage, Buy America provisions where applicable, and Disadvantaged Business Enterprise (DBE) participation goals set by the issuing agency. PublicBidSearch indexes this solicitation alongside other open bids in Connecticut so contractors and vendors can compare active opportunities by category, agency, or location without monitoring each procurement portal individually.

How to respond to this opportunity

To submit a bid for this solicitation, review the full solicitation documents for Town of Berlin's exact scope of work, submission format, and any mandatory pre-bid meeting or site visit. Responses must be received before the July 13, 2026 deadline — public agencies routinely reject late submissions regardless of cause. Confirm how the agency accepts responses — through an electronic procurement portal, as a sealed hard-copy bid, or by email — because the required method varies by agency and a non-conforming submission can be disqualified.
