The Department of Human Services, Office of Youth Services (OYS), is seeking proposals from qualified applicants to provide community-based residential services throughout the State, on island/counties of O`ahu, Maui, Kaua`i, and the Big Island of Hawai`i. Services, including sheltering, screening, needs assessment, and referral for additional services, are for at-risk minor youth, ages 10-years old up to and not including 18. The goal of Request for Proposals (RFP) for CBRS is to provide safe and nurturing living environments that allow minor youth to build skills and experience to navigate the many challenges that the youth will face in returning to the home and care of parental caregiver(s) or guardian(s) in our local communities. The proposed initial one-and-a-half (1 & 1/2)-year contract term will be effective from January 1, 2026 through and including June 30, 2027, and may be extended for two (2) additional consecutive twenty-four (24)-month periods for a maximum contract term of five-and-a-half (5 & 1/2) years, effective from January 1, 2026, through and including June 30, 2031. The original and supplemental contracts are subject to appropriation and availability of funds and budgetary execution policies for each and every fiscal year and based on satisfactory service delivery and performance by the contracted service provider. CBRS is categorized into two (2) types: Emergency Shelter Home (ESH) and Transitional Intermediate Shelter (TIS). Contracts for each type of CBRS will be awarded across five (5) statewide geographic locations at island/county location of: O`ahu; Maui; Kaua`i; and at East Hawai’i and West Hawai’i of the Big Island.
