Mainstream On-Demand is COTA’s non-ADA “alternative paratransit” option. It provides direct, nonstop rides to anywhere in COTA’s service area with as little as one hour advance notice. Customer fares are based on miles traveled. The service is only available to Mainstream-eligible customers. COTA does not provide a fleet or facility for the operation of this service. The Contractor solution must be full-service and provide vehicles, drivers, and all operational management. The Contractor must also propose a complete, comprehensive software solution for the operation of the service. COTA is interested in balancing per-trip costs with on-time performance, response time, and customer service while complying with all local, state, and federal requirements. The service parameters and contractor requirements are described in the attached Scope.
