Pennsylvania Department of Community and Economic Development in Pennsylvania is using this solicitation to procure construction work. Public agencies typically advertise this kind of work as a Request for Proposals (RFP), evaluating bidders on a combination of qualifications, technical approach, and price. Bidders responding to a construction solicitation in Pennsylvania are generally expected to provide proof of liability insurance and workers' compensation coverage, hold any state license or trade certification required for the scope of work, and post performance and payment bonds for contracts above the agency's threshold.
