Establish a collaborative relationship between OC SAN, the Owner Advisor (OA), and the Design-Builder that encourages innovation in the delivery, design, and construction of the Project. 4. Expedite the Project delivery schedule while optimizing the quality, performance, reliability, flexibility, and energy efficiency of the proposed facility. 5. Complete construction of the laboratory building, including laboratory personnel move-in no later than Q4 of 2032. 6.
