The Contra Costa Transportation Authority (CCTA) seeks an experienced consultant to develop a Model Agreement and Ordinance for a Countywide Micromobility Operations Program (Study). In response to countywide and local interest in micromobility and the changing Bay Area transportation system, micromobility is one of the top three implementation priorities of the Board-adopted Countywide Bicycle and Pedestrian Plan (CBPP). Contra Costa Transportation Authority (CCTA) developed two Policy Papers in 2019, which provided a comprehensive background review and state of micromobility in the Bay Area and Contra Costa County and identified a list of strategic recommendations to enable CCTA to advance micromobility across jurisdictions throughout Contra Costa County. One barrier to implementation, establishment, operations, and maintenance of shared micromobility systems can be regulatory programs and ordinances that are piecemeal and inconsistent from jurisdiction to jurisdiction. Following one of the recommendations from the Policy Papers, CCTA is embarking on a process to aid jurisdictions in coordinating the development of a regulatory framework to manage bikeshare (human-powered pedal-bikes, seated and adaptive devices, and e-bikes), moped- and scooter-share, and future micromobility countywide across jurisdictional boundaries. The development of a Model Agreement and Ordinance for a Countywide Micromobility Operations Program can incentivize providers to operate in the jurisdictions streamlined and standardized throughout Contra Costa County and to increase likelihood of mutually successful program implementation. Jurisdictions could adopt the entire Model Agreement and Ordinance for the Countywide Micromobility Operations Program as-is or could locally amend advance-mutually-agreed-upon aspects, as needed, while simultaneously coordinating and sharing with CCTA staff (e.g., to update the countywide template).
