REQUEST FOR PROPOSALS SOUTH CENTRAL TRANSIT AUTHORITY MICROTRANSIT MARKETING DESIGN SERVICES The South Central Transit Au- thority (SCTA) that oversees Red Rose Transit Authority (RRTA), Lancaster County's public transit system, is seek- ing proposals via PennBid for marketing design services for a new Microtransit trans- portation service. Proposals will be received via PennBid (https://pennbid.bonfirehub. com) from qualified firms un- til 1:00 PM, prevailing time, on Thursday, June 18, 2026. Pro- posals will be evaluated and the results will be posted via PennBid. All proposals and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority, the County of Lancaster, the Pennsylvania Department of Transportation and the Fed- eral Transit Administration. Proposers will be required to comply with all applicable Non-Discrimination, Non-Col- lusion, Lobbying, Debarment and Contractor Integrity laws and regulations, and to certify they are not on the Comptrol- ler General's list of ineligible contractors. SCTA encourages disadvan- taged business enterprise (DBE) participation, although this RFP does not have a DBE goal. DBE's shall be afforded full consideration of their re- sponse and will not be subject to discrimination.
