REQUEST FOR QUALIFICATIONSGENERAL CONTRACTOR SERVICESCOBBLE MOUNTAIN UNIT 3 TURBINE GENERATOR REHABILITATION SWSC RFQ No. 26-42The Springfield Water and Sewer Commission is soliciting Statements of Qualifications from General Contractors for SWSC RFQ NO. 26-42 Cobble Mountain Unit 3 Turbine Generator Rehabilitation (Project) at the Cobble Mountain Powerhouse in Westfield, MA. Qualified and experienced DCAMM-certified GC firms who have demonstrated experience in the construction and implementation of similar work in terms of scale and complexity are invited to submit SOQs to the office of the Commission, ATTN: Edward J Sweeney, Chief Procurement Officer no later than 2:00 PM (EDT) on June 25, 2026 at 250 M Street Extension, Agawam, MA 01001 as revised by Addendum #1.As part of a two-step Request for Proposals (RFP) process as provided in MGL Chapter 149, Section 44D½ inclusive, which shall be incorporated herein by reference. Based on the SOQs received in this first step; the Commission will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In the second step, the prequalified respondents will be invited to submit bids in response to a Request for Bids (RFB) which the Commission anticipates being issued on or around June 1, 2026. Only GC firms prequalified for this Project in the first step will be permitted to submit bids in the second step. The ultimate awarding of a contract resulting from the RFB is subject to the approval of the Board of Commissioners of the Commission.The Project generally consists of disassembly all major components of the turbine and generator for cleaning, inspection, replacement, rehabilitation or overhaul as specified, reassembly, realignment, start-up and commissioning at the Cobble Mountain Powerhouse: 1711 Granville Road, Westfield, Massachusetts.Prospective SCs must hold a DCAMM Certification in one or more of the following classes of work: (a) Painting; (b) Plumbing; and (c) Electrica
