AFRL/RFD Intent to Award Sole/Single Source - Keysight Calibration & Repair

Services include on-site and off-site calibration and repair, with all work performed per OEM standards and traceable to NIST. The contractor must meet ISO/IEC 17025 and AFMETCAL/PMEL requirements. The contractor is responsible for all labor, travel, materials, and shipping costs (except for shipping equipment to the contractor). A repair order number must be issued within three days of a repair request. The contractor must provide a safety plan and comply with all security, environmental, and OPSEC requirements. Work is performed Monday–Friday, 0800–1700 EST, excluding holidays and base closures. The Government will schedule services no later than two months before the calibration due date. A single on-site calibration trip is permitted per contract period. The email subject line must be: “Notice of Intent SS – Keysight Calibration and Repair Service Agreement”. Only .PDF, .DOC, .DOCX, .XLS, or .XLSX attachments are allowed. The contractor must not send .ZIP or .EXE files.

Project details

The contractor must provide a safety plan, comply with all security requirements (including U.S. citizenship for unescorted access), and adhere to environmental and OPSEC policies. All defective parts must be replaced with OEM-equivalent materials. The contractor must return all replaced parts (except mass storage devices) and dispose of them properly. The Government may investigate accidents or mishaps and requires full cooperation. The contractor must provide a Quality Control Plan and comply with the Quality Assurance Surveillance Plan (QASP).
