The Project will be procured using a two-step competitive negotiation process for Progressive Design-Build services in accordance with Virginia Code § 2.2-4382, School Board Policy 3-40 and Regulation 3-40.1, and applicable provisions of the Virginia Public Procurement Act (“VPPA”). Offerors selected to advance will be shortlisted and invited to participate in Step Two, during which a Request for Proposals (“RFP”) will be issued for the Project. For this Project, the selected Design-Build Team will collaborate with school administrators, program coordinators, and stakeholders.
