NOTICE TO RECEIVE SEALED BIDS RFP 2026-004 The City of Apalachicola will receive sealed bids from any qualified person, company or corporation interested in constructing the: APALACHICOLA CDBG-DR Hometown Revitalization Program Subrecipient Agreement M0034 Riverfront Revitalization Project Phase I This RFP is for Phase I which consists of Pier and Dock Repairs and Construction along Scipio Creek. Project sites include Anders Pier, Old Apalachicola Fire Station, JV Gander Property, Water Street Hotel, Scipio Creek Marina, and disassembly of Popham Building. This contract will be paid for in whole or in part with Community Development Block Grant Disaster Recovery funding (CDBG-DR) from the U. S. Department of Housing and UrbanDevelopment (HUD) and FloridaCommerce for activities authorized under Title I of theHousing and Community Development Act of 1974 and as described in the 2020 State of FloridaAction Plan for Disaster Recovery. As such this contract is subject to the applicable terms andconditions of Subrecipient Agreement M0034 (the Subrecipient Agreement) betweenFloridaCommerce and the City of Apalachicola (the Subrecipient), 45 CFR Part 75, 29 CFR Part95, 2 CFR Part 200 (including Appendix II to Part 200), 20 CFR Part 601, 24 CFR Part 570 subpart I,et seq., and all other State and Federal laws, rules, regulations, and policies governing the fundsprovided through the Subrecipient Agreement, as now in effect and as may be amended from time to time. The contractor and all subcontractors shall be bound by the terms of the aforementionedSubrecipient Agreement, as applicable, as well as any applicable State and Federal laws, rules,and regulations.
