City of Blountstown, Florida Request for Proposals Full Requirements Power Supply 2027-2032 Notice to Vendors The City of Blountstown, Florida (City), intends to issue a Request for Proposals (RFP) to provide Full Requirements Power Supply to the City. The City provides retail electric service to consumers within its service territory. The City has identified several Qualified Vendors that will receive this RFP. Additional Vendors interested in receiving the RFP should notify the City and submit their summary qualifications to provide full requirements power supply service to the City. The Citys peak demand in 2025 was 8,274 kW. The total energy requirement for 2025 was 34,668 MWh. The City provides electric distribution service to 1305 retail consumers in Northwest Florida, of which 954 are residential accounts. The Citys service territory is located in Calhoun County, comprising approximately 3.2 square miles in the panhandle of Florida. Delivery of power to the City is provided at a single 12.47 kV delivery point located in the Florida Power and Light Company (FPL) service territory. The Citys present power supply contract will terminate on April 30, 2027 and the City is seeking proposals for firm, full requirements power supply for a minimum period of five (5) years beginning May 1, 2027. At a minimum, vendor qualifications should provide information regarding the vendors ability to serve the City load, ability to deliver the power to the Citys delivery point, financial stability, adequacy of resources available to serve load, and history of providing safe, reliable service to other consumers.
