CITY OF EAST PROVIDENCE DEPARTMENT OF PLANNING & ECONOMIC DEVELOPMENT REQUEST FOR QUALIFICATIONS RFQ EP25/26-08 OPERATION OF THE LOOFF CAROUSEL CONCESSION STAND BID OPENING TUESDAY, MARCH 31, 2026, AT 11:00AM ADVERTISEMENT The City of East Providence is seeking the services of a Concessionaire to operate the Concession stand located at Crescent Park adjacent to the Historic Looff Carousel. The Concessionaire will prepare, serve, and sell the public food and beverage items in accordance with the terms and conditions set forth in this Request for Proposals. The City desires to sell in the Concession, traditional Clam Shack faire such as, but not limited to, clam cakes, clam chowder, and fried fish, of the best quality approved for sale by the Carousel Commission Director or their designees. Additional consideration will be given to applicants that source local Rhode Island caught seafood. Specifications may be downloaded from the City’s website https://eastprovidenceri.gov/rfp A pre-bid site visit will be held on Wednesday, March 18, 2026, at 10:00am at the Looff Carousel located at 700 Bullocks Point Avenue, East Providence, RI 02915. One (1) original, two (2) copies and 1 Thumb Drive of the proposal shall be submitted in one (1) sealed envelope to East Providence City Hall, Controllers Office, Room 103, Attn: Jessica Lamprey, Procurement Specialist, 145 Taunton Ave., East Providence, RI 02914 no later than Tuesday, March 31, 2026, at 11:00am. The bids will be publicly opened on that same day in Conference Room A at East Providence City Hall. Bids received with a time of 11:01 AM or later will be rejected.
