Texarkana Water Utilities in Texarkana, Arkansas is using this solicitation to procure environmental work. Public agencies typically advertise this kind of work as a Request for Proposals (RFP), evaluating bidders on a combination of qualifications, technical approach, and price. Bidders responding to a environmental solicitation in Arkansas are generally expected to provide proof of liability insurance and workers' compensation coverage, hold any state license or trade certification required for the scope of work, and post performance and payment bonds for contracts above the agency's threshold.

To submit a proposal for this RFP, review the full solicitation documents for Texarkana Water Utilities's exact scope of work, submission format, and any mandatory pre-bid meeting or site visit. Responses must be received before the July 28, 2026 deadline — public agencies routinely reject late submissions regardless of cause. Confirm how the agency accepts responses — through an electronic procurement portal, as a sealed hard-copy bid, or by email — because the required method varies by agency and a non-conforming submission can be disqualified. Vendors that have not previously contracted with Texarkana Water Utilities should confirm whether registration on the agency's vendor system is required to be eligible for award.
