SPECIFICATIONS AND BID FORM FOR BITUMINOUS CONCRETE SPECIFICATIONS Materials and workmanship shall conform to Kentucky DOT standards. Bid price shall be effective upon acceptance and shall extend until a subsequent proposal is accepted, or July 1, 2027 whichever event occurs first, unless the time is extended by the City. Indexing shall apply to this bid conforming to KYTC Standard Specifications, Section Indexing shall apply to in place materials only, excluding prime oil/tack oil. The 3,000 ton threshold will not apply to this bid. The Contractor shall calculate any increase/decrease in cost, and submit KAPI for the month the material was placed and the percent liquid asphalt in the mix with each bill presented for payment. The successful contractor is expected to begin placing asphalt within seven days of notice to proceed for any project, and to work diligently until completion of project. Unless otherwise agreed upon, failure to comply could result in loss of bid status. The City of Elizabethtown will require the successful contractor to provide certified test results of materials used, at least once per paving season, not to exceed four times per year. Award of this bid will be based on the lowest and best evaluated bid price. The City of Elizabethtown reserves the right to purchase materials and services from vendors other than the lowest and best evaluated bid price when it is deemed to be in the best interest of the City.
