This is a single source posting notification; there are no solicitation documents for download. Note this posting is not a Request for Bid (RFB) or Request for Proposal (RFP). The Minnesota Information Technology Service (MNIT), in partnership with Minnesota Department of Corrections (DOC), intends to renew an agreement with Data Recognition Corporation (DRC) for up to 12 months. This renewal is for an agreement for the cloud software Tests of Adult Basic Education (TABE), versions 13 and 14 and TABE Online Workforce Reporting Portal. TABE is a centralized online platform used by DOC staff to record, manage and leverage adult educational assessments to support education and employment of people under DOC supervision. DOC has determined that TABE is the only commercially reasonably available commodity product. This product has been used for years, and its rigorous security protocols have protected inmate data. There is a substantial amount of historic testing data stored in its proprietary format. Changing suppliers and tracking systems would require a complete re-training of Department of Corrections Education staff at a large cost to the State. Such a change would also cause MNIT@DOC to incur significant personnel costs to assess viability of any new product. This is deemed a single source purchase because TABE is solely distributed and supported by DRC and is not available from other third parties.
