What this bid is about

Vermont Agency of Transportation needs historic preservation and architectural historian services to comply with federal and state preservation laws. The contractor will help identify historic properties, assess project impacts, and draft necessary documentation. This is an RFP for services related to transportation projects.

About this solicitation

The Vermont Agency of Transportation (AOT) is seeking a historic preservation (HP)/architectural historian contractor(s) to assist AOT Environmental Section historic preservation staff in conducting historic preservation studies and evaluations to comply with Section 106 of the Historic Preservation Act, Section 4(f) of the Department of Transportation Act of 1966 (49 U.S.C. & 303), Act 250, and 22 VSA 14 requirements. The Advisory Council on Historic Preservation (ACHP) is the federal agency that monitors and advises FHWA and other federal agencies on the enforcement of Section 106 involving any federal undertaking. The Vermont Division for Historic Preservation (DHP) is the state agency that is responsible for managing cultural resources at the state level under Title 22 V.S.A. Chapter 14 and Act 250. The selected (HP)/architectural historian contractor(s) will assist AOT Environmental Section historic preservation staff in identifying historic and Section 4(f) properties to assess the potential for direct, indirect, and secondary impacts associated with AOT projects. They will also assist by drafting related documents including, but not limited to, Section 106 review memos, Memorandums of Agreement, Section 4(f) evaluations, Vermont Architectural Resource Inventory forms, Vermont Bridge Inventory forms, 22 VSA 14 memos, and Act 250 memos. As each AOT project involves a unique combination of resources and potential impacts, the contractor(s) (or their subcontractor(s)) may be asked to suggest avoidance and/or minimization measures, including guidance on how to best proceed with the project development to more efficiently scope, design, construct and maintain transportation infrastructure. This may involve measures to avoid impacts during construction but may also involve the development of a long-term management plan or mitigation for impacts to historic and Section 4(f) properties.
