The selected firm will be expected to provide both preliminary findings and final results that satisfy the Commission's Values and Goals.Prepare a Phase I preliminary review this summer with an assessment of general findings, including review and assessment of the allegations and all relevant context, and an aggregated summary of the issues raised in confidential fact-finding interviews and documentation related to those issues. Outline a Phase II approach and timeline, including identification of areas for corrective action, operational improvement, or additional review.
