CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ) Senior Engineering and Project Management Services The City of Pasco (City), is soliciting a Statement of Qualifications (SOQ) from qualified Firms to provide Senior Engineering and Project Management Services on a staff-augmentation basis. The selected Firm will provide experienced personnel to support the City’s Public Works and Engineering functions by supplementing existing staff and assisting with the delivery of capital improvement and operational projects. The City is wanting to have a singular Staff Member dedicated to the team for these services. Services are anticipated to include, but are not limited to, project management, design review, construction coordination, and general engineering support. The selected Firm (Staff Member) will work under the direction of City staff and may be assigned to multiple projects or programs as needed, however, Firm will not be able to select or manage any projects that their Firm may be involved in whether as a Prime Consultant or Sub-Consultant. In addition, the City seeks professionals capable of providing technical guidance and mentorship to junior engineering staff, including Engineers-in-Training (EITs), to support staff development and capacity building. Firms responding to this invitation should demonstrate qualifications, experience, and expertise in municipal engineering, project management, and the ability to effectively integrate into an existing team environment.
