The New York State Education Department (NYSED) Office of Student Support Services is seeking proposals to establish two Technical Assistance Resource Centers (TARCs) to support NYSED’s monitoring of, technical assistance to, and professional development for 21st Century Community Learning Centers (21st CCLC) current Round 8 subgrantees, through June 30, 2027, and new subgrantees that will be awarded via a Round 9 competition, contingent on the continued availability of federal funding.Part A. Technical Assistance Resource Center to serve New York City (NYC) 21st CCLC subgranteesPart B. Technical Assistance Resource Center to serve Rest of State (ROS) 21st CCLC subgranteesBidders can apply for one or both TARCs. A bidder who proposes to establish and operate both the New York City and ROS TARC must submit a separate bid for each.Each submission must be clearly labeled with the type of application that is being submitted, either Part A - NYC or Part B – ROS.Currently, 150 subgrantees operate at 402 sites and serve over 70,000 students in grades Pre-K through 12, 76 in NYC and 74 in ROS. These numbers will likely change, but the distribution between NYC and ROS is expected to be similar for Round 9. While future 21st CCLC competitions are always dependent on the availability of funding, the expectation is that NYSED will release a Round 9 RFP sometime in 2026 or 2027. Applicants can apply for one or both TARC contracts. A single bidder who wishes to operate a center that can meet the deliverables established in this RFP for both NYC and ROS must submit a separate application for each region, even if working out of a single location.Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.NYSED will award 2 contracts pursuant to this RFP.
