Updated Cost Proposal Form - Posted 5/28/26The New York State Education Department (NYSED) Office of State Assessment (OSA) is seeking proposals to conduct two psychometric components: (1) scaling and scale maintenance, and (2) analyses to provide evidence regarding reliability and validity for selected High School Regents Examinations in English Language Arts, Mathematics, Science, and Social Studies, as well as (3) provide an online ordering system used by schools to place orders for Regents Examinations. The successful bidder will provide services and prepare technical documentation for the 2025-26, 2026-27, 2027-28, 2028-29 and 2029-30 school years.Bidders must bid on all three (3) components of this RFP.Subcontracting will be limited to thirty percent (30%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.NYSED will award one contract pursuant to this RFP. The contract resulting from this RFP will be for a 5-year term anticipated to begin October 1, 2026, and to end September 30, 2031.Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods.
