Deschutes County Department of Solid Waste (DCSW) is soliciting proposals for environmental monitoring and consulting services for the County’s active and closed municipal solid waste landfill facilities. In general, the services include the following primary tasks: Environmental monitoring (groundwater and leachate sampling and analysis) and report preparation as required by Oregon Department of Environmental Quality (DEQ) facility permits and facility Environmental Monitoring Plans. Data analysis and report preparation for Knott Landfill air emissions programs (Title V Operating Permit and State and Federal greenhouse gas emissions reporting programs). Providing technical assistance and performing special projects such as environmental engineering, investigations, and evaluations related to the County’s active and closed solid waste facilities.
