HD-S3262 On-Call Services for Underground Wet Utilities

The Port of Long Beach is soliciting bids for on-call services to inspect, clean, repair, and reconstruct underground wet utilities across the port. Work includes CCTV pipeline inspections, sewer and storm drain cleaning, repairs to water, sewer, storm drain, fuel, and natural gas lines, and construction using cured-in-place pipe and Vactor truck operations. The Contractor must hold a valid Class 'A' California Contractor’s License and perform at least 30% of the work with its own employees. The SBE/VSBE participation goal is 10% of the bid value, with a minimum of 0% as VSBE. Bids must be submitted electronically via the Port of Long Beach PlanetBids system by 2:00 p.m. on December 15, 2026. Pre-bid questions must be submitted electronically by December 8, 2026, at 5 p.m. A Bidder’s Bond of 10% of the Base Bid, a Performance Bond of 100% of the Contract Price, and a Payment Bond of 100% of the Contract Price are required. The contract is not covered by a Project Labor Agreement.
