Request for Qualifications Professional Engineering Services Rebuild FL 23/24 Storms Infrastructure Repair Program (IRP) CDBG Disaster Recovery Project (MS004) The Tovvn of Glen St. Mary requests Statements of Qualifications (SOQs) from qualified individuals or firms to provide Professional Engineering Services for a Rebuild Florida FY 2023/2024 Storms Infrastructure Repair Program award. The Town has been awarded $ 1,339,500.00 in CDBG-DR funding under FloridaCommerce Agreement No. MS004 for design, permitting, and construction of permanent standby generators with automatic transfer switches at four critical wastewater lift stations; therefore, procurement and contracting will follow CDBGDR, 2 CFR Part 200, and FloridaCommerce requirements. Engineering services may include, but are not limited to, preliminary engineering, surveying and testing, engineering design, construction cost estimating, permitting, environmental review support, bidding assistance, construction administration, resident project observation, review of contractor pay requests, shop drawing review, change order review, O&M manual review, equipment start-up services, record drawings, and assistance with federal labor standards, Section 3, Build America Buy America Act, and CDBG-DR compliance requirements. Services will be procured using a qualifications-based selection process in accordance with applicable provisions of Section 287.055, Florida Statutes, 2 CFR 200.318 through 200.327, and CDBG-DR requirements. Price, fee schedules, hourly rates, or other cost information shall not be submitted with the SOQ and shall not be used as an evaluation factor. After ranking firms from most qualified to least qualified, the Town will negotiate fair and reasonable compensation with the highest-ranked firm.
