CITY OF PANAMA CITY BEACH NOTICE TO PROPOSERS PCB26-31 PUBLIC WORKS SAFE ROOM AND GENERATOR The City of Panama City Beach is accepting electronic (e-submission) and sealed Bids from qualified Contractors for the retrofit and hardening of the Public Works Department building to FEMA P-361 safe room standards to provide near-absolute protection for emergency responders during and after storm events. The proposed project also includes the installation of a generator to support operations during and after storm events. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes. A nonmandatory Pre-Bid meeting will be held June 15, 2026, at 10:00 AM CDT, in the Panama City Beach Council Chambers, 17007 Panama City Beach Parkway, Panama City Beach, Florida 32413. Virtual participation will be offered for the meeting. Bidders should contact Carrie Jagers at purchasing@pcbfl.gov in advance to obtain the virtual link. Virtual participation of the site visit is not possible. If you would like to request access to the site outside of this meeting, please contact Kevin Colvin at (850) 704-0781. This project is being supported with Federal Emergency Management Agency (FEMA) funding under agreement number H1184 (Appendix D). Therefore, certain restrictions and other federal requirements, outlined in Appendix I: Federal Funding Requirements, apply to this opportunity.
