CITY OF HOLYOKE RFP 2026-67MREQUEST FOR PROPOSALS FY2027 COMMUNITY ENGAGEMENT, STRATEGIC COMMUNICATIONS, AND CIVIC PARTICIPATION SERVICES The purpose of this solicitation is the selection of a qualified firm, organization, or individual to provide community engagement, strategic communications, stakeholder outreach, civic participation, facilitation, and public engagement services to the City of Holyoke. The City seeks a strategic partner capable of designing and implementing authentic, inclusive, and community-centered engagement processes that strengthen relationships between residents and municipal government, improve transparency, expand participation in public decision-making, and ensure community priorities are communicated to City leadership and incorporated into future planning and implementation efforts. The City will evaluate all timely responses to ensure that all required submittals have been included and that all responses meet the selection criteria. Responses deemed complete shall be presented to a selection committee. The highest-ranked respondents may be invited to participate in interviews prior to final selection. The city has up to $50,000 to support this project.
