The Department of Children, Youth and Families (DCYF), intend to enter an agreement with OPEX Corporation, for up to two years. The agreement is to provide software licensing, support, and maintenance services for the OPEX equipment that is used by DCYF. Under CFR Title 45, Subtitle B, Chapter III, Part 302, the Child Support Division of DCYF is required to process all incoming child support payments within two days. DCYF uses OPEX mail opening and processing machines that also scan and process child support payments. The mail machines utilize optical character recognition technology and interface with the child support database of DCYF to correctly match the payments that are received to active child support cases. DCYF uses these machines to help ensure that it can efficiently open, sort, and correctly process all child support payments that it receives. DCYF contracts with OPEX so that OPEX can provides the essential preventative maintenance for the mail processing machines and provides repairs when necessary. OPEX Corporation is the sole authorized source for parts and maintenance of its equipment and the scanners use proprietary diagnostic software that has not been released to any third-party. For these reasons, DCYF has deemed this to be a sole source purchase.
