The City shall open and compare the proposals and thereafter award the contract to the lowest responsible proposer, but only if it is the opinion of the City that the best interests of the City would be served thereby. The City reserves the right to reject any or all proposals, and to waive irregularities. The proposals must remain in effect for ninety (90) days after the above date and time. The City of Siloam Springs’ Administration Services Department is paying for this notice.
